During the epidemic, Indonesian workers have become accustomed to working from home. They prefer remote work due to many personal factors, so it is not easy to attract them back to their old workplaces. 

People Matters, a new-age niche media organization, recently invited some business leaders to explain the key factors that will help employees and employers transition to the office in a live LinkedIn session under its “Big Questions” series. 

The challenge of staff re-entering the office 

Indonesians value family ties and have great respect for their elders. So how can they feel comfortable returning to the office if they have a chronically ill family member, young children, or elderly parents to care for? 

Also, working in a traditional office is more stressful, and working from home is more relaxing for them. Some people have even been bullied in the workplace, so they have a negative perception of going back to work. 

Key factors in transitioning back to the office  

In a live LinkedIn session, Dedev Parulian, who is Cluster HR Head (Indonesia, PNG, and Timor) and ASPAC IR Head at Ofi, Clare Muhiudeen, Head of Asia at WTW, and May Yang, the MD and Global Head of Operations at Synechron, discussed the post-pandemic work schedule. 

They both cited different key factors in the transition to the office and then agreed that the office is now a multi-dimensional, flexible, hybrid, and adaptable space where the 9 to 5 job is no longer a key requirement.

Furthermore, according to a Cisco study, 84% of Indonesian employees agree that their jobs need to include flexibility and prefer hybrid work. 

Give up your traditional office work mentality 

“Presently, we are seeing the office as an alternative work environment besides employees’ home. It’s more like a place where a company provides its workforce a space to focus, collaborate, learn as well as socialise. Most importantly, the post-pandemic office needs to inspire employees to connect with their colleagues as well as leaders, further enabling them to do their best work,” May Yang told People Matters.    

May Yang means that the office is no longer a place to provide rigid work, but more importantly, the office is a place to provide flexibility and versatility. Employers should give up their traditional office work mentality. 

Based on a LinkedIn survey, over 30% of leaders still fear that employees do not do their work as conscientiously in the home as they do in the office. 

In fact, 3,964 companies have implemented a work-from-home policy in Jakarta alone and they have gotten a good result on hybrid working. A good example is Blibli, which has reported an increase in productivity after most of its employees worked from home. 

As a result, employers with a distrustful mindset will be at odds with their employees, making work less efficient and productive, and preventing the company from developing on the right path.

Therefore, employers need to abandon their traditional thinking and introduce a way of working those balances both ideas. One of the suggestions is implementing hybrid working. 

Increase the amount of open communication to build trust 

The lack of communication between employers and employees leads to different ideas and finally mutual distrust. More communication between employers and employees can help resolve misunderstandings at work. 

Clare Muhiudeen suggests that employers should create more platforms for open communication, so that both parties can have new experiences and common ideas at work. 

“Establish trust, accountability, and involve in a lot of open communication to make the experience meaningful and worthwhile,” said Clare Muhiudeen. 

Clare Muhiudeen also suggested that introducing a hybrid model in the workplace would help increase trust between the two parties. The reason for this is that a hybrid workplace is a good place for communication, as many hybrid workplaces have different open chat spaces and face-to-face meeting rooms for formal meetings. 

Meanwhile, hybrid workplaces have different friendly measures to provide different benefits to employees and make them feel valued. Then, they will believe that their managers know how to take care of themselves, so they will work harder for the company. 

“By introducing a hybrid model, one can make trust-based work possible.” Clare Muhiudeen added. 

Introducing a better working system 

The MD and Global Head of Operations of Synechron suggested that work scheduling decisions should be made entirely by the company, not by employees. 

“The work arrangement for employees should be the company’s approach as part of their overall strategy. If left to be decided by employees, the model will lead to confusion and chaos. You don’t want to be coming on days where your other team members are not in. For instance, at Synechron we’ve taken a hybrid model but made it very clear what are the days for the teams to come in,” May told People Matters. 

So, the company has to set up a proper hybrid work guideline for employees, or they won’t be able to properly decide when they need to go back to the office. 

Employers can look to Citi or Standard Chartered for reference. They offer different flexible roles for their employees and require supervisors to create individualized work guidelines for their employees. 

Create a culture of happiness in the office 

Research shows that a happy culture leads to many positive outcomes, including higher productivity and higher employee satisfaction. 

By implementing measures to build a culture of happiness in the office, employees can be attracted back. Examples are holding regular team gatherings and Christmas parties. 

Dedev Parulian and Clare Muhiudeen also share some tips for developing a harmonious and positive workplace culture: 

  • Take and share regular feedback.   
  • Indulge in team-building fun activities.  
  • Celebrate special occasions, such as birthdays, work anniversaries, and achievements. 
  • Let employees weigh in on office design. 
  • Go out together 
  • Encourage hobbies at work 

These actions help employees more engage with the company and foster a sense of belonging to the company, also promoting the process of transitioning back into the office.

In 2022, hybrid or combined work methods, such as working remotely and working in an office, have become a trend in Indonesia.  

Many Indonesian companies have developed appropriate work guidelines for each employee to implement hybrid work. This is because entrepreneurs believe that a hybrid approach to work can have many positive effects on employee performance and well-being.  

This article will show what business leaders must recognize how, when, and where we work are no longer constrained by traditional notions of time and space in this new hybrid working era. 

What is Hybrid work? 

Hybrid work is an approach that takes into account the individual’s needs, whether they’re at home or at the office. Our platform enables people to work from any location, and move between sites as needed. 

Many organizations see hybrid work as the evolution of remote working, allowing employers to better integrate remote working into overall business processes while providing comparable work experience for remote workers. 

In addition, the Indonesian government may further implement a “work anywhere” (WFA) policy for its employees to support hybrid work. 

What is Work From Anywhere (WFA)?  

The Indonesian government is planning to implement a more flexible work system for civil servants, allowing them to work anywhere in the future, the new approach is named as Work From Anywhere (WFA)

WFA is not required employees to work in a specific location, such as a home or office, and they don’t have mandatory office hours. This means that employees have flexible work locations and flexible working hours.

Ministries and government agencies are developing new frameworks to accommodate this new policy. Although the program is still in its preliminary stages and the Indonesian public authorities have not yet announced whether they will allow employees to work outside of the country, there still most employees prefer hybrid work. 

However, there are some jobs that are not suitable for hybrid work, for example, medical staff or firefighters as they cannot be able to work anywhere.

Hybrid work is preferred across ASEAN markets

The Cisco study highlighted that hybrid work is now preferred by many employees across ASEAN markets:

  • Indonesia – 84%
  • Singapore – 71%
  • Malaysia – 74%
  • Vietnam – 76%
  • Thailand – 69%
  • The Philippines – 60%

The support for hybrid work extends beyond employees as well — with 90% of employees saying their employers have been supportive of hybrid working. In particular, 46% said their employers have been supportive, while 44% said their employers have been very supportive.

Why do Indonesians prefer hybrid work? 

Microsoft’s report, “Great Expectations: Making Hybrid Work Work ” shows that as many as 48 percent of employees in Indonesia say they prefer to prioritize health and well-being over work.  

As hybrid work allows the employees to work everywhere and work in a flexible work period, this gives them more flexibility to make them balance life and work.  

Why should take care of Indonesian employees’ needs?  

Wahjudi Purnama, Modern Work & Security Business Group Lead of Microsoft Indonesia, pointed out that the challenge for every organization is to be able to meet the expectations of its employees, otherwise, 66% of workers in Indonesia would quit their jobs and more likely to consider switching to remote or hybrid work systems. 

Hybrid work improves employees’ performance 

According to the Cisco report, hybrid work has been able to improve the quality of work of employees in Indonesia by up to 56.4%, and employee productivity also increased by 53.4%. 

Furthermore, the hybrid work method increases the knowledge and work skills of employees by 58.7%. Meanwhile, employee relations and attitudes at work increased 46.8% with the hybrid work method. 

Hybrid work improves employees’ welfare

In the Microsoft study, 62.5% of respondents admitted that adopting a hybrid work approach had improved their well-being. 

More importantly, as many as 87% of respondents are able to save money by working with a hybrid work style because they do not have to go back to the office as often. Even 92% of respondents admit that the hybrid work approach has allowed them to spend more time with their families, improving their relationships with them. 

Then, 85 percent of respondents said the hybrid approach made them happier and motivated them to take on their work roles. There are 64% of respondents felt that the hybrid work approach had a positive impact on their physical health. 

Why employers would like to implement hybrid work? 

Satya Pratama, head of public relations at the Indonesian National Civil Service Agency, says the flexible working program is designed to improve performance and job satisfaction.  

In fact, at least a dozen companies in Indonesia, mainly start-ups, have already adopted at least part of this WFA approach. They all report that hybrid work has many benefits for them. 

Increases the production growth rate of companies   

A survey from the famous consulting firm Accenture found that 83% of workers in Indonesia prefer a hybrid model for work. It also found that over 67% of companies have high business growth after switching to a work-from-anywhere model.  

Meanwhile, the majority of companies remain focused on where people are going to work physically, and they are ‘no-growth’ in their businesses.  

Reduce business operating costs 

Some data suggests that only about 48.9% of startups will survive in 2021. According to data published by the Indonesian Venture Capital Association (Amvesindo) on the IDX channel, up to 10-15% of startups may also face closure due to a lack of competition.

Based on Cisco’s report, 60.8% say hybrid working makes their stress levels have decreased because a hybrid workplace provides a work environment less pressurized (26.5%) and greater flexibility (25.7%) to them. 

If employees work happier, this can help them to more engage with their work, and then the quality of work would be increased. Moreover, they would not like to resign from their jobs. So, hybrid work also helps companies to retain talent. 

That’s why entrepreneurs believe that a hybrid approach to work can have many positive effects on employee performance and well-being.   

Who has implemented hybrid work in Indonesia? 

Just in Jakarta, there are already 3,964 companies have implemented the WFH policy. Here are some examples of these companies: 

Amar Bank: It is one of the companies that can be said to be the first of companies in implementing WFA. They have a complete hybrid work system to improve the quality of work and employee welfare. 

Blibli: It is a well-known Indonesian e-commerce company that focuses on building good business ecosystems for consumers and organizations. They noticed an increase in productivity after most of their employees worked from home.   

Efishery: It is a company engaged in aquaculture, and they found that hybrid work actually increased the company’s productivity. Therefore, they decided to go to WFA forever.   

Microsoft Indonesia: They have developed different flexible working arrangements for their employees, such as offering virtual meditation sessions and set break time after meetings, to ensure that employees can continue to provide high productivity.

Challenges to implementing hybrid work 

Currently rebuilding social capital also looks different in the hybrid world. Wahjudi noted that as many as 49% of Indonesian leaders say that relationship building is the biggest challenge in the hybrid work era. 

Furthermore, Microsoft’s survey also found that corporate leaders need to make the office feel worth commuting. Because, as many as 41 percent of hybrid employees in Indonesia said their biggest challenge was knowing when and why they had to come to the office. 

On the other hand, only 40 percent of leaders have made a team agreement to define these new norms. 

Some companies still not prepared for hybrid work due to misunderstanding

Based on Cisco’s survey, only 25% of employees feel their employer is ‘very prepared’ for a hybrid working future. 

Actually, nearly 72% believe their manager trusts them to be productive when working remotely and over 60% believe their colleagues can be trusted to work remotely.

67% say suffering connectivity issues on a regular basis is career-limiting for remote workers. 

72.1% say their company currently has the right networking infrastructure.

86.5% of employees say they saved money in the past 12 months; the average is US$112 a week / US$5,824 a year.

In the same meaning, hybrid work helps their average income increase by 13.3%. Therefore, employers can save lots of travel allowances for their staff.

In Indonesia, 62% of employees are willing to use digital immersive spaces for meetings, up from 52% globally.

Many people questioned the role of the office early in the pandemic, wondering if the unexpected global experiment in remote working would render the office obsolete.

Dominic Brown, professional with knowledge of real estate and economic trends, indicates that after gaining a greater sense of the long-term impact of the global pandemic, he found out that office demand still has high resilience in Asia Pacific.

The outlook for office demand is also positive, thanks in large part to the three following factors: growth in office-based employment, a slower uptake of flexible working arrangements, and the continuing importance of the office.

Growth in office-based employment

Unemployment estimates indicate that labor markets across the APAC region are projected to tighten, with most posting unemployment rates at or below their respective five-year averages.

The growing mismatch between necessary business capabilities and the available labor force has fueled the fight for talent. Global research also found that 41% of the workforce is considering quitting employment during the next 12 months—during the so-called “Great Resignation.

The essential takeaway here is that corporate occupiers should emphasize personnel retention and attractiveness in the short term while also increasing efficiency through investments in technology and real estate.

Slower uptake of flexible working arrangements

Many firms have pushed the implementation of more flexible working methods as a result of the worldwide experiment of working from home during lockdowns. However, there is still debate over the best hybrid of in-office and remote employment.

According to the data, the most important factor is to give employees the autonomy to choose where they want to work. Employers who can inspire their employees to return to the office not only improve employee experience but also drive significantly higher engagement outcomes.

According to the sharing on their website, Microsoft Indonesia list 5 approaches suit for remote workers and explains some experiences to their audience. 

Offer virtual meditation sessions  

Remote workers often do other things to disconnect from work after business hours, such as meeting with friends or talking with family. The reason is they want to separate from the work of the day through these activities, keeping their brains relaxed and their creativity high. 

Microsoft Indonesia explained that they offer virtual meditation courses for remote workers that help them release from work. 

The method is simple. Microsoft Indonesia recommends that beginners need a quiet space and set the microphone to mute so that to enjoy the peaceful atmosphere.

Also, using a camera to watch the course leader’s instruction on breathing techniques. Experienced can turn off the camera and completely focus on calming the mind. 

Set break time after meetings 

Microsoft Indonesia encourages employees to schedule meetings to conclude five minutes before the end of the hour or half hour, and set this period as a break. 

They believe that lots of meetings in one day make employees prone to potential burnout. Therefore, providing a short break from work for employees can ensure they have enough rest time so that they have more energy to focus on their work. 

Set a complete work guideline for remote workers 

Microsoft Indonesia distributed comprehensive work-from-home guidance to employees. It instructs managers on how to have the best practices for communicating usability to team members, including setting up physical and virtual workstations for employees.  

The reason for this approach is they understand many people are no experience in remote work and just have little time to prepare for this change.

Efishery 

Efishery is a company engaged in aquaculture in Indonesia and was established in 2013.  

Since the promulgation of work from home during the pandemic, they have implemented “work from anywhere” and have actually increased the company’s productivity. Therefore, they decided to go to WFA forever. 

Blibli 

Blibli is a well-known Indonesian e-commerce company that focuses on building good business ecosystems for consumers and organizations. 

Blibli announced in their company post that their employees can perform their duties from anywhere. WFA was adopted after they survived the pandemic because they noticed an increase in productivity when most of their employees worked from home. 

Stockbit 

Stockbit is a startup in the financial sector and has also taken some steps for WFA that are starting to become a trend for Indonesian companies.

About WFA in Indonesia

However, it would not be available for civil servants whose work require to be in direct contact with the public, such as medical staff or firefighters. Just in Jakarta, there are already 3,964 companies have implemented the WFH policy.

The Indonesian government believed that a flexible working model can help employees to increase their productivity. In fact, it has many reasons to implement WFA with some data support. 

Increases the production growth rate of companies  

A survey from the famous consulting firm Accenture found that 83% of workers in Indonesia prefer a hybrid model for work. It also found that over 67% of companies have high business growth after switching to a work-from-anywhere model. 

Meanwhile, the majority of companies remain focused on where people are going to work physically, and they are ‘no-growth’ in their businesses.    

Reducing business operating costs and allowance 

Some leading giant Indonesian companies have already implemented a hybrid working mode, for example, Blibli.com. It is one of the well-known e-commerce sites in Indonesia and has officially implemented the WFA system since January 2022.  

They announced their employees can work from anywhere and changed their office to be coworking office to support the hybrid workers. Using hot desks can reduce the cost of buying fixed desks, also reducing the necessity of huge space demand and rent.  

In addition, some data shows only about 48.9% of startups survived higher rents in 2021. According to data published by the Indonesian Venture Capital Association (Amvesindo) on the IDX channel, it is highlighted that up to 10-15% of startups might also be facing closing due to the inability to compete.   

But, if startups and SMEs implement hybrid work and use coworking offices, it can help them to run their businesses with less capital and decrease the chance of closure. This means that the Indonesian government can reduce the total amount of annual subsidies to these companies.

In Indonesia, as in any other emerging economy, many organizations were getting ready to start their digital transformation journey.

The Cisco Global Hybrid Work Study 2022 indicates that 83.5 % of employees in Indonesia prefer to work in hybrid mode. However, there are still many of them that are not ready to make the shift.  

According to Policy Discourse On Work From Anywhere” (WFA) for Indonesia’s State Civil Apparatus (ASN) shows that the main reasons are the conservative mindsets of leaders, geographical challenges, and public skepticism. 

Reasons for Indonesia still can’t implement their hybrid working 

Conservative mindsets of ASN leaders

Since many ASN leaders have conservative mindsets, they still adhere to the conventional system, which requires all of their subordinates to be physically present at the office, it is difficult to implement hybrid working in their companies. 

Geographical challenges

As many areas in Indonesia still are underdeveloped, remote, and frontier, so the technology of network connection and equipment in these places is still to be developed.

Also, the United Nations (UN) e-Government Survey 2020 ranked Indonesia 88th in the development and implementation of the e-Government System/Sistem Pemerintahan Berbasis Elektronik (“SPBE”)

Hence, implementing e-government or remote work in these areas will be not easy for now. 

Public skepticism

In Indonesia, people misunderstand hybrid working, so there is a perception among the community that the performance of ASN will become less productive and will eventually hinder public services if the WFA arrangement is put in place.   

What should the Indonesia government and companies prepare for hybrid working 

While there are some conservative ideas or packages that make the implementation of hybridization in Indonesia very difficult, the Indonesian government and companies can follow some solutions to implement hybrid work soon. 

Reference to Brazil’s hybrid work experience

According to the WFA, Indonesia lacks the appropriate infrastructure and experience for remote work, therefore the experience of Brazil can be taken as a reference. The reason is Brazil already has some experience in managing the wealth and administration of hybrid work. 

Expedite the enactment of legislation conducive to implementing hybrid work

Since Indonesian talents are eager to work flexibly (83.5%), but the Indonesian government has no legislation to encourage companies to implement hybrid working, thus the companies are not prepared for hybrid working and could be facing the loss of talent at any time.

Legislation to encourage implementing hybrid work will prevent the loss of Indonesian talent abroad. 

Improve the problem of inadequate technology

PT Bank Amar Indonesia Tbk (“Amar Bank”), became the first bank in Indonesia to implement the Work From Anywhere (WFA) policy permanently, known as the Hybrid Working Style.

This policy is also in line with the Blueprint for Digital Banking Transformation published on October 26 by the Financial Services Authority (Otoritas Jasa Keuangan, OJK).

Digital Transformation in Indonesia Banking Sector

In the 2020-2025 Indonesia Banking Development Roadmap, one of the pillars that become the policy direction is the acceleration of banking digital transformation. 

One of the important points mentioned in the blueprint is the transformation of the banking organization’s design which includes four aspects: Workplace, Structure, Authority, and Workforce Enablement.

In the aspect of Workforce Enablement, it is written that the transformation of a digital bank requires changing the workplace into a digital workplace.

The blueprint also explains that banks need to develop a digital culture as a strong foundation to change the mindset and understanding of bank administrators and employees to be oriented towards a digital vision to support the company’s digital transformation.

Businesses have sought to adjust to the new working environment in response to the disruption caused by the pandemic.

According to a new survey by telecommunications and technology giant Telstra, nearly 85% of Asia Pacific (APAC) organizations are encouraging hybrid work arrangements, and seven out of ten organizations are now hiring people from all locations and permitting hybrid work arrangements.

Employees are becoming more aware of how workplaces might be shaped differently in a post-pandemic context, from remote and hybrid work arrangements to video-based interviewing and debates to higher awareness and push for mental health and overall well-being.

Microsoft’s report titled “Great Expectations: Making Hybrid Work Work” provides insight for the organization to continue to develop in the midst of ongoing work changes and disruptions.

Referring to Indonesia-specific data, this Work Trend Index report reveals five main trends. Among them, employees have a new view of what is considered ‘worth it’ at work.

The dilemma between leadership and employee expectations

53 percent of Gen Z and Millennials in Indonesia are somewhat or very likely to consider changing jobs this year. Meanwhile, managers experience a dilemma between leadership and employee expectations.

60 percent of leaders in Indonesia say their companies plan to return to full office work [WFO] next year, higher than the global figure of 50 percent. However, 66 percent of workers in Indonesia are more likely to consider switching to remote or hybrid work,” Wahjudi said.

Furthermore, the survey also found that corporate leaders need to make the office feel worth commuting. Because, as many as 41 percent of hybrid employees in Indonesia said their biggest challenge was knowing when and why they had to come to the office.

On the other hand, only 40 percent of leaders have made a team agreement to define these new norms.

Flexibility and well-being matter

Flexible work doesn’t mean you have to be on standby all the time. Based on a survey, as many as 62 percent of employees in Indonesia are open to using digital immersive spaces as meeting facilities, higher than the global data at 52 percent,” added Wahjudi.

He added, currently rebuilding social capital also looks different in the hybrid world. As many as 49 percent of leaders in Indonesia say building relationships is the biggest challenge in the hybrid working era.

In addition, he continued, 65 percent of pandemic workers in Indonesia are considering changing companies next year, compared to 56 percent globally.
